An important thing to remember when donating dollars directed to a
specific group is that if the fixed dollar amount 'pre-allocated' for a
group is exceeded in the collection process, those excess dollars
are 'reverted' to the general pool. If BSA is pre-allocated a sum of
$100,000 and subsequently $150,000 is pledged to BSA then
$50,000 goes elsewhere, despite the intentions of the donors.
At least in our area it was explained (after the fact ! ) that it wasn't
a percentage that could conceivably increase as donations increase
but a fixed target amount.
