I need some non-confrontational ideas from y'all.
I have a situation where I have received some complaints from parents
about Boards of Review. In one troop, evidently the Board is actually
making the Scouts show or recite, everything that the Scoutmaster has
signed off on during Scoutmaster Conferences. In this case the
Scoutmaster will not confront the Committee, (not his style). Several
Scouts have been disqualified for whatever reason by the Board of
Review, and are then made to wait 3 months until the next BOR.
I have always believed that the BOR was simply a secondary check,
paperwork, and encouragement to continue to progress. What I need are
some positive ways to try and change the attitudes of this particular
