In my opinion in some cases it could count. If the website was for a school,
church, community organization, etc. and was something that would be maintained by
the organization after it was setup then I would say yes.
For a small group that is a subgroup of the larger group (school) I'm not sure but
my gut instinct is that I wouldn't qualify it.
Ask yourself who does it benefit? Is this something that there is a need for?
This is just the tip of the iceberg that I can see coming. I can see web sites as
Eagle service projects with many people contributing content for a large site all
being coordinated by the Eagle candidate.
Tony, you've raised a very good as well as timely question and I am very interested
in what the rest of the list will say.
