Second-year Webelos Scouts participation in Pinewood Derby is really two
separate issues: Pack races, and District or beyond.
A Pack can choose when to schedule its own Pinewood and Arrow of Light
ceremony(ies). My Pack holds the Derby in late Jan. (and the District
Webelos Klondike is in early February.) The Blue & Gold is in Feb. or
March, depending largely on space availability. (In a small town with
limited facilities, many groups are competing for the few large meeting
places.) Second-year boys know that they can receive their AOL at the
banquet and still participate in those events. However, a Pack has no
control over the dates of a District race. Our District race is in late
April, and this year there will be a Council race at the Camporee in
May. Second-year Webelos winners will be allowed to compete even if
they have since joined a troop.
Two of our Pack winners were 2nd-year. Should they really be forced to
choose between continuing to race or joining a troop with their patrol?
Shiny trophies would win! It's hard enough to get Webelos to try Boy
Scouting. Why would we want to give a boy an incentive not to make the
