Good summary of points.
As a Scoutmaster, I've had both early and late crossovers, ranging from
January to June.
I leave the decision with the pack and the individual families. I let
them know we are here and ready to accept their boys anytime they wish to
crossover. We work from there.
Each pack or den has their own traditions and schedules. We cater to
their needs and remain flexible. Crossover is traumatic enough for Cubs,
rushing them or holding them back makes it even worse. Let them move at
their own pace.
The success of the boy depends less upon when he joins and more about his
interest level, his motivation, and his Scouting spirit.
