for me, this is one of the bigger problems of the new approach to
Scouting - if they don't make 1st by 1st year, they disappear!
Before a boy can work on a Merit Badge, the SM needs to certify that he
is "approved by the SM" to work on that Badge - maybe the SM needs to do some
screening first. The Cit MBs are supposed to be "hard" for a reason -
considering how far they've been "dumbed down" over the years, is it really
too much to ask the
current Scouts to at least have an understanding of Citizenship before they
take the badge?
Ideally, the Cits should not be attempted before the 7th grade - ideally
