"Protocol" dictates that hats that are part of the uniform may be
worn, just like they are during a flag ceremony.
Some view this as disrespectful. In fact, I have been told by many
Ex-navy that this branch discourages/disallows on ship.
As to civilians, it is their preference, however my opinion is that it is
unacceptable. Most courthouse now do not allow any headgear to
be worn in building that are not part of a uniform, period.
