It's in the current Webelos (should be "Tibowobetis" :-)) Scout Book at pp.
419-420. The three parts are: (1) To do my duty to God and my country and
to obey the Scout Law; (2) To help other people at all times; and (3) To
keep myself physically strong, mentally awake, and morally straight. And I
agree, it really is something that ought to be in the Boy Scout Handbook.
And that raises a question: Do any of the folks responsible for the actual
production and distribution of Scouting literature, policies, etc. (as
opposed to the many many volunteers who sit on committees and make
recommendations) follow the discussions on lists like this, note the
problems raised and discussed, and try to address them?
