My Opinions (IMHO
I can only read into your note what I think happened and
what I would do in a similar situation. My own District Adv
Chairman, almost older than Moses, still Philmont 50 mile
treking, would probably do something different than me. So
anyway, decisions are commonly based yet a bit variable to
the Chairman's Chairwoman's own life experience.
It seems to me that INVESTIGATIONS were in order and in all
probability were done to some degree in your case. I would have
either called both parties independently, or preferrably sat down
with both of them together with another individual as my ally.

If a pattern of behavior was obvious, and I sensed strong resistance
to a positive change or confirmation of normal SL behavior in Merit
Badge Encounters of the Scout Kind I would leave the meeting advising
the MBC I would be going to the D.Adv Committee with a removal
recommendation. I would also tell him/her how to appeal.
FOR the MBC:
I could just as easily go the other way if the complainant seemed
inflexible, and rigid or things seemed a bit made up and were more
the case of a bit of natural human emotions in action.
If the MBC was really A BAD little dubbie and confirmed his/her full
purity with full virility in tow as a masthead I would advise him/her
to come back in the near future with a NEW ATTITUDE with which to
rejoin the scouting program.
Reading your note again and again I see nothing inherently
wrong with what is happening to this MBC. YET I will fight
for the right to be WRONG.
