Your "controversial counselor" is doing a disservice to Scouting by
interjecting venemous comments into the counseling process and in your words
harassing Scouts. This is unacceptble. If he indeed used profanity this
makes the case clearer that he should not continue to be allowed to act as a
Merit Badge Counselor to young boys.
Your District Advancement Chairman does have the right to determine who goes
on the list of Merit Badge Counselors for the District. At rechartering
time the District Chairman can also decline to recharter the counselor as a
member. Similarly the District Chairman can decline to approve an
application. However, once a Counselor application has been approved and
the Counselor registered, the only person with authority to revoke the
registration is the Council's Scout Executive. The District can remove the
individual from its list of Counselors, but revokation of membership is a
matter for the Scout Executive.
