Sure. He's a volunteer, and if he doesn't want to work with younger
boys, that's his option. The SM just assigns a different counselor.
However, the TROOP or District can't say, "We will not allow any Scout
that hasn't finished 6th grade to work on Cit. in the Nation MB." THAT
would be a violation of the rules that any Scout can work on any Merit
Badge at any time. (so long as he meets any prerequisites like having
already earned Swimming MB before working on Lifesaving MB)
