I personally am qualified to test a scout on French. My rule of thumb in
translation is to make certain that the document is readable. When
translating, you can't go by a word count, because many words do not
translate directly, but part of a larger phrase.
So, I look for major errors and readability. Translation is not just
getting each word right. In fact, you must have a great command of BOTH
languages in order to translate well--including grammar and so forth--if it
is to be done properly.
If you scouter is uncertain, then I would bring in a local language teacher.
Explain what was done, show the requirement, and have him or her assist in
judging whether or not the translation is acceptable.
