It took me a bit to find the answer in a handbook but I finally found it two
The latest two editions didn't define the three points very well at all. But
second and fifth editions they explain it very well.
In the 1919 edition I have they print the Scout Oath with numbers marking
the three "Promises" like this:
"On my honor I will do my best-
1. To do my duty to God and my country, and to obey the Scout Law;
2. To help other people at all times;
3. To keep myself physically strong, mentally awake, and morally straight."
And then under the section describing the Scout Sign they explain that the
fingers of the sign remind us of the three promises.
In the fifth edition, they then actually have several paragraphs explaining
Points." They are - 1. Duty to God and Country, 2. Duty to Others, 3. Duty
