If you are questioning it as a uniform item, the uniform is clearly defined in the Uniform and Insignia Guide and there really isn't much room for interpretation even though you will see many variations at differing levels. If you are questioning wearing camouflage pants or a blouse while participating in a scouting activity, ask yourself this question.
Would it be objectionable for the scout to wear a pair of Levi jeans or an Old Navy sweatshirt while participating in this activity?
If a scout is IN UNIFORM, then they need to be IN UNIFORM. If clothing other than the uniform is appropriate for the activity, set aside your own personal prejudices and allow to scout some freedom of expression. As long as their is no safety issue raised by their attire and what they are wearing doesn't exhibit an attitude not in keeping with the scout oath and law, what they wear should not be an issue.
