The BSA has long had a significant problem with communicating various
aspects of the Scouting program down to the unit level. The folks
running the show in Irving still insist that a great deal of information
be routed through the local councils and refuse to place needed
information on the BSA's web page.
Most councils do a relatively good job of distributing information to
volunteers. Unfortuately, some do a lousy job. The Philmont Training
Center Schedule is an example of the type of information that frequently
doesn't trickle down to volunteers.
One of these days, the folks in Irving will emerge from the dark ages
and post the PTC Schedule and other useful information on the official
web page. Until this takes place, volunteers will have to use other
resources to get the information. SCOUTS-L is one of these resources.
