Since the dropout rate from Web to Boy Scouts is so high, there is no time
like the present.
Yes, do a crossover ceremony on whatever night is best for the pack AND will
be good for the troops they are going into so they can be there to "accept"
the boys into their respective troops. In retrospect, the ideal time to have
cross them over would have been AT the AOL ceremony, but that will be for
next time, right?
A special ceremony attended by your whole pack will make the crossover seem
very special to the younger Cub Scouts and give them something to look
forward to. It will make Boy Scouting seem very special.
Also, on the practical side, crossing over in the early spring/now will give
the Webelos/new scouts a chance to camp with and spend time with the troop
PRIOR to going to summer camp.
