Please try to indicate WHY you think it should be one or the other, since I
have one opinion and I've yet to hear a compelling argument to convince me
that the other one has any merit. Reply here or direct.

We just crossed over our Webelos II and plan to graduate the rest of the
pack in June. I feel that you need to give the new Boy Scouts time to get
accustomed to their new surroundings and learn the things that they need for
summer camp. It is also important to give the Webelos II a special day of
their own as an incentive for the younger boys to go for the Arrow of Light.
I also gave my 3 Webelos II a special WII only graduation party. I even
managed to get our council Scout Executive to help present them their Arrow
of Light awards.
