If this is being done at a Blue & Gold Banquet, it is clearly a Pack
function, therefore, IMHO, presenting a Boy Scout badge of rank is totally
inappropriate. This badge should be presented at a Troop COH.
I can't imagine any of the Troops I am familiar with agreeing to do
something like this; nor can I imagine these Troops allowing the WDL to
choose the Troop Guide. In fact, most of these Troops feel that the WDL
should not serve as the New Boy Patrol ASM for the boys he worked with in
