good points, which I've save for use later (sharing), but I still maintain
that oversight is good.
For example, our troop, with the same scoutmaster, has continued for 3-4
years, during which the Troop Quartermaster (scout) did almost nothing, and
the Historian did NOTHING, and the Scribe did very little in some years.
There was not adequate Troop Committee oversight, and the lack of fucntion
in these appointed roles (q'master, scribe, historian) cheapened them
enormously, as they were still counted as having been completed
satisfactorily. We have also had abysmall success with Troop Guides, by

by someone who has at least "a clue" is worthwhile. I think that even
without knowing the rules and regs, if a quartermaster can't be specific
about what he has done on more than one occasision, then he aint doing

Thats my "drift". Its like construction, we have a design-build contractor
building our transit system, but we also have a Construction Oversight
Management contractor working directly for us, to check on the quality of
the reinforced concrete promise being delivered to our transit district.
I should mention that our Troop Committe is very hands-off and supportive.
In the 6+ years I've been associated with the troop, we only had one
serious (recurring) issue, and the uniformed leaders and committee agreed
(majority vote) on the response in each occaision.
