couldn't agree more that youth in Cubs should not move to BSA until they are
11 or 5th grade is done, regardless of whether they earn their AOL or not;
even if they move in Spring (April time frame) not all boys go to summer
camp their first year in Boy Scouts - many parents are used to having their
summers for family vacations and many have set scheduled weeks each year.
however, I have to disagree on one aspect - we do move kids around as
whimsey or whatever dictates, and that is the idea that Cubs must proceed by
grade levels -
were we truly to allow Cubs to progress at their own rate, Wolves would
move to Bears as/when they completed the rank, not when they completed the
When I was a youth we joined at 8 and at 10 1/2 were moved into the
Webelos to learn the BSA stuff - we had Wolf, Bear, and Lion to earn and you
had 2 1/2 years to do it in - you changed neckerchiefs, not dens.
the one who truly benefits by the early cross over is the 2d year webelo
den leader - he can "cross over" too and jsut disappear!
