Keep in mind that the deadline for earning the Arrow of Light is just as
specific as for Eagle. For Eagle, the work must be completed before
the Scout's 18th birthday. It's not the same calendar day for each
boy. We aren't giving a boy who finishes the night before his 18th
birthday any more time than any other boy has been granted. However,
most boys complete the requirements earlier than the deadline.
Similarly, the AOL must be earned before either the Webelos Scout's 11th
birthday OR the date he completes the 5th grade WHICHEVER IS LATER.
It's NOT the same calendar for each boy. Therefore, if Johhny Webelos
doesn't complete the requirements until May, while others have completed
them in January or February, we aren't allowing him extra time, it's
just that the others finished early.
