When you turn in a transfer from Pack to Troop, it is accompanied by a
payment of $1.00, and the registration is officially moved from one unit
to another, just as if the boy had moved from one city to another, and
transferred from one Pack to a different Pack. Boys may not "multiple"
register in a Cub Scout Pack and a Boy Scout Troop.
If they haven't met the Boy Scout Joining requirements (AOL, or 11, or
done with 5th grade) the application shouldn't be turned in until they
do. If it was, it should be corrected, as they were not eligible to
join Boy Scouts at that point.
If they have met one of those criteria, and the application has been
turned in, they have been transferred on the council's roster from the
Pack to the Troop (i.e. removed from the Pack's charter) and are no
longer Webelos Scouts, and thus no longer eligible for Webelos Scout
