First of all, its "Webelos" Scout. (always spelled with the "s")
The simple answer is NO. However, just to make sure:
Membership in Cub Scouts is limited to boys in grades 1 thru 5, or age
Membership in Boy Scouts is limited to those who either earn the Arrow
of Light, are over 11, or have finished the 5th grade.
Therefore, since he hasn't earned the Arrow of Light, the following
questions are important:
1) How old is he? (Has he had his 11th birthday?), and
2) What grade is he in (Has he finished the 5th grade?)
If the answer to both of the questions in parentheses above is NO, then
he should NOT have been "crossed over" into Boy Scouts, as he does not
meet the Boy Scout joining requirements, and he should still be in the
Pack, and can indeed finish the advancements.
If the answer to both of the questions is YES, then he has "aged out"
and is no longer eligible for Cub Scout Advancements. He is now a Boy
Scout and should work on those advancements.
If the answer to the 2 questions is YES to one of them and NO to the
other, then although he is/was ELIGIBLE to transfer into the Boy Scouts,
he should not have been transferred, and should still be in the Pack, so
he can finish the Cub Advancements. However, if he HAS transferred his
membership to a Boy Scout Troop, then he is no longer eligible to Cub
Scout Advancements, since he is no longer in a Cub Scout Pack.
