It seems to me that this is a question that should be regularly answered
through the Board of Review process, although probably not in the detail
of "exactly what . . ." Of course, in most units, this only gets
information from those scouts who are advancing but if the board
interviews scouts who are not advancing they should have their answer!
If the committee asks the question, the SM could certainly provide his
observations and might wish to invite the SPL to share his thoughts. The
routing for the question should be to the SM, not the SPL. It should be
up to the SM to determine whether to include the SPL.
I won't discuss the motivation for the question!
