Yeah, but it's not his JOB to "figure out who is/isn't doing their
job"....that's the job of the SM in conjunction with the PLC! THe
advancement chair's job is to encourage advancement and keep records of
advancement. Sounds like an "end run" to me. Now if the troop committee
has overall concerns about this issue, they should talk to the SM. It's
just that I've too often seen this kind of thing be pointed at a specific
scout or group of scouts. The comittee's responsibilites should be more
"big picture" and overarching than that.
The SM is the one who decides whether or not the boy is ready for a BOR.
That includes whether or not the scout is performing and receiving credit
