There really isn't any institutionalized fund for Scouts whose parents pass
away. However, in some Councils Scouters have established trust funds
and/or scholarship funds in response to a tragedy. I know that in our own
District several years ago the hat was passed after a tragedy to help a
Scout with college funds later on. In another case a mom died of cancer
when the father was out of a job. All the girls that had been in Girl
Scouts with the daughter pitched in for a huge community yard sale to raise
help money for the dad to hang on and get things in order. The girls
managed to get over a hundred families to help out and were even able to use
a school parking lot on a main road. The money raised was surprising. The
success of such a venture depends largely on the people in your own
community. And it all starts with a concerned friend who is willing to get
things started. Kick some ideas around with friends and get it going. You
will probably be surprised just how many people will help out a young fellow
in need. Good luck and God bless.
