Even though I am only involved at the troop level now a days,
I'd recommend that packs keep their money and not forward to
the troop for these reasons:
1.Before a new Cub participates in his first popcorn sale, he's
benefiting from the previous year's sale by OTHER Cubs. It seems
fair that he should make that up by selling popcorn his final
year even though he will not personally use all of the funds.
2.Webelos activity pin are far more expensive than cloth ranks
and arrow points. So maybe Webelos Scouts do use up all of the
funds they generate.
3.Packs can use their money to pay for all Pinewood Derby cars
and Blue and Gold expenses, and parting gifts for the Webelos.
So every Cub is getting a lot of benefit every single year.
4.If there's still money left over after all of that, pay for
Boys' Life for everyone or for summer camp for the Cubs.
While my troop struggles financially and our feeder pack
does not, I still have ways to help a boy to pay for summer
camp his first year if he needs it.
