Technically, Yes. But the SPL and PLC should be monitoring the work,
and if it isn't being done, they should appoint someone else.

Of course he should be counselled. However, if he DOESN'T do the job,
he should be REMOVED from the position quickly, before the tenure
qualifies him for advancement.

SURE. The SCOUT can always say, "I didn't do that requirement yet."

The intent, of course, is for the troop to have active Scouts fill all
the needed positions of responsiblity and do a good job, learning as
they do so. Does it always happen? - Of course not.
