Several thoughts come to mind:
1) "Impeach" is such a loaded word.
2) Elections can be held at any time the PLC wants, not your call. If they
want to elect a new SPL, they can do so.
3) I'd be thinking beyond the obvious. Perhaps something bad happened to him
on a camp out--- any YP implications here? When did he stop going on
campouts-- recently, or has it been this way since he was a Tfoot?
Is it possible that he's one of the 1-in-10 boys who are enuretic (unable to
sleep thru the night dry)? Yup, 1 in 10 is the number the Army consistently
finds with its recruits. Be very discreet & supportive when enquiring about
either of these possibilities.
Is there a hjome situation you're not aware of? Perhaps he feels a dserious
responsibility to be at home to do ----? What?
Whatever, it must be pretty serious if you've mentioned "impeachment" and "no
Eagle for you!" and he's ready to accept this. Perhaps a different tack is
called for in your asking.
