This is a wise move in my humble opinion. It set down the rules and regulations
by which the Pack will operate. And, eliminates anyone ever saying "you never
told me that up front". It also stops potential problems with well meaning but
often destructive adults.
Also, I believe, if you have Non-Profit Status you need to have By-Laws.
