I would have to wonder why a Scout would take more than a year to complete any
merit badge. If he's not ready, don't start yet. If he doesn't care enough
to finish in a year, two, three or even seven years probably won't make much
difference (unless his parents get involved). Sure, Camping requires 20
nights camping, but as discussed on this list and elsewhere, you don't have to
meet with a merit badge councelor before the counter starts. And just maybe
having a deadline might encourage the Scout to actually finish something he
started (there goes that "character" thing again) you know, kind of like
turning 18 seems to motivate others to finish things.
That's my opinion, I could be wrong.
