You know how to handle that? The Roundtable Commissioner needs to decide if
he or she is going to accept written (flyer) information for distribution or
verbal (in person) information on events.
If the information comes in the form of a flyer, the flyers are distributed
at the END of Roundtable (not during, not before, at the END. This insures
that all of those latecomers gets the information and that the information
does not all "leave with those that can't stick around for the entire meeting").
If the information comes in the form of verbal comments, all verbal comments
are done at the END of Roundtable, and after the District Executive's or
District Director's comments. Each person gets TWO minutes (and I would
time it with a loud hand timer....)and if they go over the TWO minutes, they
DO NOT get to make an announcment for TWO MONTHS.
No matter who it is.

No, and you're right, kinda, Bob. The primary purpose of
Roundtable/Huddle/Exchanges are to exchange information and resources
between Scouters and Venturing leaders attending the meeting. Yes,
information can take the form of handouts, and flyers and sometimes verbal
information. No, that's not the only reason we have Roundtables.
THE PLANNED PROGRAM OF THE ROUNDTABLE OVERSHOOTS ANY ANNOUNCEMENTS OR SPEECHES.

That MIGHT do it!!
Hope my suggestion helps somewhat, Bob!
