It is an acroynm meaning (depending on your age):
Wolf, Bear, Lion, Scout (with the vowels in it to make it sound right)
"WE're BE LOyal Scouts!"
Therefore, the complete acroynm should be used when refering to Cub Scouts
belonging to that program: WEBELOS Cub Scouts.
Whether one, two, or eleven, WEBELOS are WEBELOS.
