And, as unusual as it is for me to disagree with Paul, I agree with Jim.
While a Scout can't be made to start over if he doesn't complete the merit
badge within a year, I see no violation of national policy by a counselor
who doesn't want to work with a Scout after a certain period of time, as
long as he provides a partial and is up front about the policy. Its not
the way I would want to see a counselor operate, and I might not send my
boys to him, but I don't see this as a policy issue.
