As a MB counselor, I do not accept partials. When I sign the card, it says
that I know the scout has met the requirement. There is nothing that
compels any MB counselor to accept sign off by anyone else. As I mentioned
earlier, if a scout takes a long time to complete the MB, I may forget his
performance on requirements completed early in the process and we'll go
over them before I sign the card. In the case of a partial being presented
to me, I will review the work indicated on the partial as being complete.
If, in my review with the scout, I am convinced that he knows the material,
I'll give him credit. If he doesn't know it, he'll need to do the specific
requirement for me.
If the scout does not wish to work with me under these conditions, I'm glad
to help him identify other counselors.
There's never a time limit but there's also no requirement that anyone
accept someone else's sign off on merit badge work done. It is the
counselor who signs the blue card who says that ALL work is completed.
