Excellent question and excellent emotions in play.
You see the way this works for human beings mom dad and the boy
is that you award him when he achieves the goal. Preferrably
just prior you remind him and them they are still a team a "den"
with many fast and not as fast webelos.
Since he is so darn fast and good he now becomes a kind of
assistant helping the other boys reach the goal he reached
so fast. Normally they will like this approach and if they
don't they really need to learn a lot about themselves and
the universe of other souls.
The key is when you deny success for the individual YOU lose
something called TRUST in caring for ME. Other cultures do
attempt to do this yet even looking at them you will see the
same forces in play in a different way. Read about SONY and
the creation of the Walkman radio.
So Honor the Individual's Accomplishments
Encourage the Individual to Participate in the Greater Good
YiS, IMHO, and may we each attempt to live the SO,SL,SS,SM
