Sure, the counselor is free to say that. Just as you are free to say,
"In that case, we'll go elsewhere to a counselor that adheres to BSA
policy." He is not free to require that all work be done within a

You are correct, and furthermore, I would also report the information to
the District and/or Council Advancement Committee(s). If he is
violating this BSA rule, who's to say he isn't violating others? If he
won't follow BSA rules, he shouldn't be a registered counselor.
