<To me (and to our parents and pack), this means that if the parents
sign off on a requirement, it is accepted that the Scout has finished
Back when my wife was a den leader in rural W, Virginia she had 2 brothers
(about 2 years apart) in the den who had very little support from the parents
at home. So little that she quietly paid for their registration once or
twice when they came up short. It became apparent that the older brother was
testing his brother and signing off the younger ones advancment requirements.
She accepted it.. Was that right or by the book? I don't know, but it
probably helped keep the boys in a quality program and the healthy atmosphere
