Nah, after the last time this thread came up I looked in my old cub scout
books from the late 1950's. They clearly had the Wolf-Bear-Lion-Scout
meaning with no mention of the We'll-Be-Loyal-Scouts part. That was added
later (another member on this list guessed early to mid 1960's) as
"backfill" to keep the Webelos name. At that time, the requirements for
Webelos were almost identical to the requirements for Tenderfoot (a small
part of what are now the Tenderfoot requirements) and they were supposed to
be completed in just a few months before joining a troop.
