That could be a big reason that he missed meetings and wasn't "active",
according to his pack. He had completed his award and was told to
wait. Or not told anything at all, just didn't get his award. He may
have thought that he was finished with everything, so didn't feel he was
supposed to go to meetings any longer. Evidently, his pack or den
didn't bother to find out.
I'm glad that you have worked things out. It sounds like it was just an
adult digging in their heels over something that - bottom line -
probably didn't have a thing in the world to do with this young man.
