I think I have mentioned this before, but it is still a good story.
Back during the years when Okinawa, a former Japanese territory, was
administered by the US Government, with many service folk there,
American Scouting, including Cub Scouting were both popular activities
for the Okinawan youth. One bright point of the program was the annual
Pinewood Derbies, culminating in the Okinawa Far East Council Derby.
A few years ago, in the late 70's, Okinawa reverted to Japan, and the
local scout units fell back under BSN, which does NOT have the Pinewood
Derby. Local military packs made sure that BSN Packs in theri
neighborhood had access to the PWD kits, and inveited them to compete in
local and council derbies.
A few laws may have been bent, but this type of international
friendship is what Scouting is about.
