In addition to the excellent information you have received, I wanted to
suggest that you get outside involvement immediately. If you have a good
Unit Commissioner, get them involved right away. You might also contact
your District/Council Advancement Chairman or the professional advisor to
advancement in your council.
The reason that I suggest this is that while your Pack can unquestionably
handle this, it can cause a "hissy fit" between leaders. However if the
"pro from Dover" comes in and gives the word as an outside resource, it can
be a much friendlier and easier to accept way for a leader to back down. It
could cause less chance of causing a permanent rift among leaders if it
simply becomes a training matter of giving guidance on how the BSA's
requirements should be interpreted.
