Again I will ask what this list has repeated many times, show where it is
written. If a unit (Den, Troop, Pack, Venture Crew) sets a flexible and
reasonable standard for defining what "active participation" means and it
is publicized before hand, I have seen NOTHING in writing that negates that
standard or the unit's ability to stand by that satndard. The problem
always come up when the standard is inflexible, unreasonable or
uncommunicated, then people start to bring out the verbal wisdom and forum
reports as a way around a failure to follow the rules.
This is a general comment and is not a commentary on the AoL situation
which started this thread. The resolution to that problem revolves on the
standard being applied, was it reasonable, flexible and communicated. If
the answer is no, then the young man should get his award and cross over.
