It is quite true that there is an "associate" member status. The purpose
of the associate membership is for someone who intentionally wishes to
remain a member, but knows he cannot or will not be attending meetings.
I've got one in my Troop. It's a boy who attends a boarding school in
another state. When he comes to Cleveland, he comes to meetings.
BUT unless the Pack specifically told the Council to change that
particular Webelos Scout's status to "Associate", he is carried on the
books as an "Active" member. And, of course that would have had to be
done BEFORE he had the 6 months tenure. You can't say, "He only
attended once a month, so therefore he's been an associate member for
the past x months."
BSA hasn't defined "Attends meetings regularly" or "Participates"
purposely. Is once a week "regularly"? or every other week? or once a
month? or once a year? NO ONE may assign a percentage requirement to
that item. BSA has said so many times in many forums.
The Webelos Scout in question has completed the requirements. The Den
Leader may not apply a subjective or qualitative added requirement to
those in the book.
