I received a call from a distraught pair or parents last night. Their
son is due to Bridge to our Troop this Sunday. He has completed
everything for his Arrow of Light
(http://usscouts.org/advance/cubscout/arrowoflight.html). His Cubmaster
has said he's ready to go. A representative from the Troop called me (I
am Committee Chair for the Troop) to say that this young man was
bridging to us - and wanted to know how many Scout Representatives would
be attending the Blue and Gold.
The Cubmaster told this young man, after their conference, that he
needed to call his Den Leader to tell him he had completed everything.
Upon doing so, the Den Leader told Webelo and Parents - "sorry, I cannot
award this young man his Arrow of Light because he has not been an
active member". Mom and Dad explained to me that he had not made every
single, solitary event with the Den, but had been at well over 50% of
said events. I asked, did the Den make it clear when he became a Sr.
Webelo how many events equaled "active". It would seem this was never
delineated to said Webelo or parents.
I do not profess to be a Pack expert - my experience over the last three
years has been with a Troop. I reviewed the requirements at the above
referenced site hoping for an answer. I did not find what I am seeking -
What does "active participation" actually mean? Does it mean I have
simply paid my dues? Does it mean 50% active participation? 75% or
something else? I want to help these parents and Scout?
