No one said anything about a "free ride", "hurting the Scouts feelings", or
over riding the concerns of a unit leader - the stated question concerned the
ASM oiverriding a qualified instructor and counselor of Swimming MB, on
whether this boy had passed the 1st class swim requirement.
It didn't say he was a "swimmer"
- swimmer, by definition as used at summer camp, is much more
than the requirement for 1st class swimming req;
- if you go on an outing and question everyone's swimming
"quals", nothing will get done; if they have passed the swim req, have the
merit badge, or made swimmer at summer camp, then they are "supposedly"
capable of swimming.
NOW, here's where the leader does have imput - if possible, each unit
should have a Scout id'd as "Unit Scout Lifeguard" - someone the leader
"KNOWS" can swim;
he implements and ensures that on all outings, the Safe Swim Defense
program is employed regardless of the swimming "environment" - no safe swim
posture, no swim.
more Scouts drowned when it was optional to earn the swim skill award -
since it was hard, it was avoided; at least now, boys know "how to swim" - if
they fail a swim test somewhere it means they failed THAT TEST, not every
