It's always been my experience that you have to take a swim test every time
you go to a new venue... I take the Swimmer test every summer, as do all the
boys. If anyone doesn't pass, they don't use the Swimmer areas-- go to
Beginner or Nonswimmer, as the case may be.
I personally view the swim test req as different than many others, because
you should be able to count on a First Class Scout being a swimmer (barring
medical exemptions) when you take the Troop swimming. This could be a real
danger if someone gets a gimmee sign-off but isn;t really a **swimmer.** I
believe you have to test and retest, as they teach in Camp School, and if the
kid can't swim, he can't be signed off.
In this case, it sounds as if the kid can swim some, but not proficiently.
Recommend to his parents that he get a lot more practice, which will build
his skill and endurance and give him confidence.
