We have all seen boys who got "a free ride". I dare say that there are many
of us on this list who can look back at our scouting careers and say "I
shouldn't have passed that young man on that skill..."
That being said, there is an implicit agreement when we send boys to summer
camp or any other location where a boy can be passed on requirements that we
ACCEPT that which is done.
As a scoutmaster, I have had boys in similar situations as the one in
question--pass a requirement at camp or a merit badge college only to have
no clue what was discussed later, or not be able to swim, or something of
This, in my opinion, is why boys need to redo their swim test, and so forth.
Notice, it doesn't matter, for example, if individual troops conduct their
own swim test before camp and bring their buddy tags to camp with them--they
will still be retested. If a young man is a swimmer at home, but can't pass
the test at camp, would the Aquatics Director ask to see that young man's
handbook and scratch out the signature? Never...
Why should we as leaders do the same? If you don't trust the summer camp
staff to pass requirements, then DON'T GO TO SUMMER CAMP!
