And what happened to "the MBC is the one who passes or doesn't pass the
boy" on the requirements?
The BSA Swim test and the MB are evidently two separate issues. The MBC
says the boy did what he was required to do to fulfill the requirements
of the MB. I don't believe anyone has the right or perogative of
overriding that decision.
Now, whether the boy can do it a 2nd or 3rd time -- different issue
altogether. The fact that I probably couldn't pass a certain test twice
doesn't mean I didn't pass it the first time. (g)
On the information presented, which may not be all the pertinent info, I
don't see a problem. Put him in the lower level class at camp.
