In 1924, James West gave an address to an International (Canada & the US)
Conference on Boys Work. Mr. West described the BSA and noted that the upper
age limit for the BSA was not (at that time) determined by a rule, but that
it was determined by whether we could keep them interested in what we (as
Scouts and Scouters) do. I guess that is about as good a "reason for
leaving" as we will ever get: we couldn't keep them interested.
